Kei Uzuki, also known as Slur, is responsible for the killing a quarter of the JAA. Not much is known of his past except that he and Sakamoto knew each other back when Sakamoto was still an active assassin. Suzuki's ultimate goal is to overthrow the JAA.
The order deemed him "X" as he always leaves a red "X" at the scene of his crimes in his victims blood.
