A 3rd generation city employee, who works at the city welfare department, he is assigned at the 1st section that issues nursing certifications. He claims to be good at almost everything and he is quite a charmer that he is able to get email addresses from pretty clients, even boast it to his superior, Taishi. Though, a slacker he wouldn't hesitate to go out of his way to help out Yamagami and Saya when they're having trouble dealing with difficult clients. He always teases Yamagami that he would find himself earning her ire.

He is also good in ventriloquism and is fluent in sign language, despite only learning it recently.


He ends up falling in love with Lucy and after confessing to her after finally getting her to believe he was serious they start dating.


It is his father that okayed Lucy's name. Unlike in the anime in the manga she doesn't find out until she overhears Hasebe's father telling the chief he was the one who okayed it right when Hasebe was about to finally tell her after having chickened out previously doing it.
